Limit automations run per contact (e.g: once per contact)

We want to add a way to control the execution of our automations.

Basically, limit how many runs can be run per contact

• MAX_ONE_RUN per contact.

• ANY_TIME

Potentially control also the minimum time to allow a new run executed for a contact, like:

• Minimum has to passed 1h to allow to re-run again.
